How does a weaver rail work? I'm really confused by this.

It's a very basic mechanical system in which an item with a rail that fits over the 20mm weaver rail clamps down around the edges of the weaver rail. Tighten it enough and the item clamped down shouldn't wobble. It worsk similarly to any vice grip or clamp. The harder you srew it, the tighter it gets.
