I have the OE TECH OPS Chest Rig. I love it so much I am considering buying another in Tan. I have covered mine in double kangaroo style M4 pouches. Yet it still has not gotten too heavy to be a burden. It also sits quite comfortable when it properly adjusted. Helps keep cool in the summer too.

What all do you plan on attaching to it? Just looking at the pictures I would go with the one on top. Personally I think it looks cooler and has more molle than the second link. I would consider all of the molle things you plan on attaching to it and keep that in mind when making your purchase. You don't want to find out later that you don't have enough room. For example the bottom link only has a single column of molle on the straps. Both of my radio pouches need two columns of molle so that rig would be a no go for me right off the bat.

Well if you have any better suggestion's just link me to it. I'm just planning on attaching a triple AK mag pouch and a dump pouch. That is just for now tho, just to get me started. Later down the road I will be attaching some other pouches such as, a radio pouch, admin pouch, hydration pouch, and other things. What would you foresee as the 3 most important pouches?

This is sort of a misdirected question. The most important pouches are going to be the pouches that best hold your most important items. Which items are most important are going to depend on your playing style. What I find very useful on the field might not be all that important to you, and what you feel you must have I might have no use for at all. Unless you're going for an impression, a vest and pouches don't have any real value in themselves. They're merely a means of keeping other things of value (mags, tools, water, whathaveyou) handy and protected.
So you need to ask yourself a question before we can really start helping you pick out a vest: "What do I need and want to carry with me on the field?"
When you can list everything you want to carry, we can start pointing you in the right direction.

Well, plate carriers cam vary in weight. The CIRAS, for example, is known to be bulky and cumbersome, while the EPC with Cummerbund is less bulky, but still has a lot of MOLLE real estate. Smaller carriers (MBSS, HPC, JPC, etc.) are lighter, but have less real estate. I personally run the Pantac RRV, and I love it. It is lightweight and can carry plenty of gear. The only real downside is that the straps are made to adjust to ridiculously big sizes, and it can be a bit pricey.
Edit: Ghast beat me to the RRV part.

I like all of those, I just don't have the money to buy that. Plus on top of that I would have to buy pouches and stuff. Right now I just don't have the money. If I get this job soon enough, I will probably get a RRV. What would be a step down from the RRV, let's say under 50 bucks?

Being Condor, it won't be of very great quality, but it's definitely something you could build off of until you get something better. EDIT: That last one you posted with the built-in M4 pouches should also work just fine, probably better than the one I posted. It's very similar to an RRV, but it also has a hydration carrier on the back. Just get a bladder, and all your other pouches and you should be all set.
