I absolutely swear by HSGI's drop-leg setups. You could use your existing holster on one of their MOLLE drop-leg panels. I'm not sure what "not a lot to spend" means in terms of budget, but you can see the panels at SKD. HSGI delivers very good build quality, the diamond shape is quite comfortable, and the shock cord loop delivers just the right amount of elasticity in the fit of the thigh strap. HSGI also sells non-modular drop leg holsters but the price for a full holster is higher than the price for a MOLLE panel.

This is what I've been running here in Afghanistan. ATS Warbelt, with a Safariland Holster. You could run a Serpa through it. I prefer it, because like you, I hate when it sags. As an MP, we always carry our M9s on us, so it took me a while to find a drop leg I was comfortable with. With this setup, it doesn't feel like I'm wearing a holster.
