I like the Modular Chest Set (I'm just going to start calling it the MCS, because I don't want to type that out every time), but don't really get why you would need the MCR3 if you have the MCS. Both sit in the same spot on your body--the center of your chest--so you're not really going to be pairing one with the other. Or did I misunderstand and you want to compare the two?
The MCS has pretty good real estate for pouches, especially considering that it holds 6 mags in the body of the vest. So for what you've described as your needs, you'll just have to slap on one more 2-mag pouch on your weak side and you've got all your mags. That leaves you with a lot of room on the bib and in front of the mags on your strong side for utility pouches, a medic pouch, pistol mag pouches, a holster, or whatever you may need. It looks like it comes with a great pouch for a hydration bladder, which is nice if you like to stay hydrated and don't like heat stroke.
It's not a very large rig and doesn't cover a ton of your back. You shouldn't have to worry about it being terribly hot. And though I don't know for sure, I'd bet good money that the bib folds down, which will give you a nice airy chest rig.
That said, I'd be a little concerned about size. At 6'6" 160, you're a skinny skinny dude, and that vest doesn't look like it has a lot of room to cinch up past "normal." I tell you what,
LAPolicegear has solid customer service and happen to carry that rig. Send them an email with your measurements (chest size, waist size, that sort of thing) and ask them if they think it'll fit. They should be able to give you a better answer than us.
As for the MCR3, it doesn't have nearly as much room. It's got eight MOLLE loops running left to right in our rows Your four M4 mag pouches will take up all eight loops and three rows. And you can't attach much to a single row of MOLLE loops. So basically you can fit your eight mags and maybe a few small do-dads. You could drop it down to six mags and a utility pouch, but then you're losing some ammo. You can always pair it with a battle belt of some kind to make up the extra real estate.
The MCR3 will be more adjustable and is pretty much guaranteed to fit you somehow. It's lighter and will breathe better than the MCS, but that won't be very noticeable. You don't get the space for a hydration bladder, which is not so great if you like to drink water when you're active on a hot summer day (if you can't tell I thinking hydration is really important).
If it were me and I were deciding between those two vests, I would get the MCS without looking back. I don't think the MCR3 has enough space on it for everything I like to carry. A belt can make up for some of that, but the MCS with a belt gives you even more space.

I'm not going to run through them all, that'd just be too much. But check them out and you should be able to figure out most of the pros and cons of each.
[edit] FYI, Pantac is generally considered to be a far superior gear brand compared to Condor, which is why their stuff costs more. For the most part, its worth it. OE Tech is the same stuff as Condor, just under a different name.
