Well, sounds like an interesting idea, to say the least.
You've touched on some of the ideas that I had for my Theater of War project - unfortunately, time/money concerns have kinda halted that =p
Keep in mind that if you get this running 100%, you're gonna be busier than hell. Not saying you're not good enough for it, just wanted to warn you before hand!
As far as cheating goes - you'll have to realize, you're going to have cheaters... however, setting up the FPS rules so that you dont want to get hit again? Sorry, wont work. If you set that up, you're just asking for trouble with people getting hurt. It wont stop cheaters. Having officials walking around the field, IMHO, would work, but then you're pushing more towards a paintball style of play, which is why a lot of us play airsoft in the first place =p The cheaters will weed themselves out... as organizers, after a couple of games you'll know who the cheaters are, and will be able to deal with them accordingly. Just remember to ask around during/after the game, and listen to conversations, and you'll get the feel for who's cheating.
Also keep in mind that simply signing a waiver will not protect you in court. You'll need to setup an insurance policy for the field/organization, to be safe. Also that will allow you to move into more fields, as owners of land will be much more willing to allow you to use their land if there's no risk of liability on their part. I believe we picked up insurance for $200ish per month, with a company based out of lansing... If you're interested, toss me a PM and I'll dig up the policy and send you some information on that.
Now, as far as weekly events - I think you're pushing that a bit... If you hold too many, your attendance will go down, because people can't afford to go to a game every week. I'd suggest thinking of one game every 2/3 weeks. Also, it would help immensly if you had a storyline to go along with the games.... would make the entire experience much more fun. It doesnt neccessarily have to be anything in-depth for every game, just something to explain (story-wise) WHY there is a bunch of people trying to shoot each other =p
What kind of a money setup are you going to have? Will it be a monthly fee to participate in the league, or will it be a per-event fee? Or, you could do a combination of both. All things to think about.
Also, keep in mind there's side legalities that you have to think about. If you're charging anything for the events, you'll need a DBA to be legal, as well as tax issues on money brought in. Obviously, you *can* run w/out that stuff, but you would be doing it illegally. (someone, please correct me if i'm wrong/if there's a loophole)
I'm not trying to shoot your idea down, I'm just trying to give you ideas on allll the little crap that you've got to think about. It's a pretty exciting possibility, sure, but there's going to be a lot of work involved.

i understand your not dogging down our ideas. and i appreciate the suggestions i really do.
we are not going to make it like paint ball. i play airsoft because i like the seniaro type games. i dont know about back stories to the games but there will be scenarios to them.
the officials i am still thinking about have just walk around. they will not interfear.
and the fps ratings and minum shooting distances have not even been talked about yet between me and the other people helping me out. my team member who said that was out of line when he said it. so i apoligize.
i understand waiver forms do not protect against all liability. i will also have medical forms made up just incase of a injury parimedics will already know what kind of medicians people can or can not take.
and i will look into the insurance policy. and i have contact with some one form armory airsoft i will talk to him about some of that stuff as well.
and with the money issue we are working on that. but once again we are trying to figure out who would be interested and to try to start a database of teams and fields before we even try to proceed with to much of paper work. if there is not enough people wanting to do this then i wont bother.

The point of an official is to interfere.... that's what they're there for =) Keep in mind that it's your idea, but if it were mine I'd totally, 100% rule against officials on-field. Remember that you and your friends will be playing, and you'll notice 90% of the cheaters within the first couple of games.
Everything else looks good - keep in mind, I was just giving you some ideas to run with.
I've had a couple of requests for the insurance info... I'll see what I can dig out of DevilDog's endlesspileofpaperwork(tm) within the next couple of days.
