I think jumprefusal has the best idea, unless you have your mind totally set on a steel flash hider. A lump of Bondo on top of an already-threaded part makes it very simple. Dremel work would be very quick, and it takes paint well.
Alternately, fabricating the flash hider out of a cylindrical bar of aluminum wouldn't be that bad either. Beats working tool steel until forever, and you'll end up with a metal part. I just thought of the thread tap because it looks quite a bit like the HBar flash hider already. People with more sense than I have clearly shown why it's not a great idea.

I'm all about making crap with a dremel, my old AK-74 body was almost entirely done out of a dremel and bondo...and it actually worked and looked great. If you have a lathe, this flashhider shouldn't be hard. The problem is tapping the 14mm- threads. I haven't seen too many Taps for that. But then again if you created a longer barrel yourself, you could thread it anyway you wanted.
