Would testors flat black model enamel modelling paint be a good option for, say painting over the orange tip of my UHC M9 Beretta? Or for painting over the stock, plastic receiver of my M733?

No. It rubs off quite easily. I used some when I originally purchased my MP5 SD5, to cover up the orange on the suppressor...it rubbed off the first time I used the gun out in the field.
Krylon makes the best all around paint I've found so far...I believe it's the Ultra-flat line...not sure about the exact name though, I used up the can I painted my SD with, and haven't bothered to buy more.
