Dumpsters. They have tons of cool stuff for cheap. Honestly, any army surplus store or website will have cheap stuff. www.armygear.net is a favorite of mine.

Ive got the first one in olive green and I love it. it has a holster that holds my M93R and the mag pocket on the holster holds my spare M93R mag just fine. And thats about the size of a regular cap MP5 mag, (I think).

As Jacko said both Surplus Stores and ArmyGear.net are excellent places to find tactical equipment. You may also want to check out the Sportsmens Guide sportsmansguide.com and of course, ebay. There are plenty of places around the web and catalogs which have " decent" tactical gear for "cheap" prices if you make the effort to seek them out.

www.shortyusa.com ive been lookin there, they have a 50$ cross draw that can hold 6 m16 mags, or 9 mp5 mags. I havnt seen if this quality is good or not, but ive seen the blackhawk vest for like 120... id say its worth a shot!

If you live near Ark's Surplus in Mount Clemens I think, check that place out. They have everything.

bert's surplus in grand rapids is awesome ken's gettin a lot more blackhawk gear now and will get you anything you want if you ask (just got back from there about an hour ago actually)

ark's surplus always has tons of pouchs, im not sure about full vests though. they 2 black m16 vests last time i was there for like $33 a pop.
2nd to that i'd say jungletoy. the whole "kit" from there is very nice. by far the best leg holster i've ever used (non-slip).

It's not modular, and chances are quality isn't going to be on the level of BHI or any of the other higher-end gear companies.
That said, it'll most likely suit your purposes. Whether it's good or not would be for you to decide, should you purchase it.

Petary, for the price it looks good enough to me. Better than those cheapo LBV's you often find on ebay anyway.
If you're on a tight budget and cannot afford a $100+ vest/chest rig then by all means go for it.
