Anyone know how to adjust an ALICE belt?

I have an ALICE harness with the attached belt that looks similar to this:

I have the shoulder straps adjusted, but I have no idea how to make the belt tighter. I've searched everywhere and for some reason there's no instructions on how to adjust the belt that I could find, so I turn to you. Can anyone tell me how to adjust this thing?

The levers with the teeth have to be pulled up the move to the rear for tighter or forward to make it loose. Hope this helps.
