This is just a simple guide to to early 1990's USMC loadouts.
I compiled most of this info from my dad who was a gulf war vet and from reading around the Internet.
Weapons
M16A2, M733, XM117. Mainly M16A2's as that was standard issue for Marines in the 1990's. Carbines usually for Force Recon, some officers, etc.
M9 or M1911. No sidearm for loadouts from Pvt-Cpl. NCO's were the only ones allowed to carry sidearms. M9 was the main sidearm at this time, but the M1911 was still being carried.
FN Minimi, M249, or early models of the M60.
Gear
Anything ALICE, standard was an ALICE LC-2 war belt, 2 ALICE M16 pouches, 2 canteens, butt pack, Y or H suspenders and a compass pouch. You can add or take a pouch, but that was the most common in the Gulf War era. For an NCO loadout, you would use an M-12 holster, but they are VERY expensive, about $75 bucks, but I'll put it in the guide anyways. ALICE Rigs weren't very popular because if you didn't have everything tight enough, it would bounce and clang around and make noise. Once you get your rig set up, tighten everything down, if it's loose, it isn't very effective when you're snooping around. It may sound like a downside to a 1990's gear setup, but if you have everything tightened properly, that isn't a problem.

Here is what a typical 90's ALICE rig would look like. The only incorrect thing is the compass pouch should be on the suspenders.

Clothing
6 Color desert DCU's. 3 Color for after 93'.
Woodland BDU's. Make sure when you get woodlands, you have the matching top or bottom because there is thick and thin woodlands.
There is also a desert night camouflage, but they are hard to find.

Footwear
Green or black jungle boots for woodland, and either of the three for desert. Green jungle boots were more common with US Marines in the Gulf war, whereas the US Army had more of the tan.
Plain black combat boots. No tactical side zip or anything. I recommend Corcoran combat boots, but they're around $130. There are other plain combat boots out there, but remember, no side zip.

During the Gulf war, troops usually wore Jungle boots due to comfortability in hot environments over a full leather combat boot which could get very hot in a desert environment. Some troops still chose to wear the combat boots due to comfortability, as Jungle boots weren't as comfortable. Back in the United States on bases and such, Marines would usually wear the combat boots.
Body Armor
Kevlar Flak vest, also known as the Flak Jacket. These are hard to find, also around $80+. They also weigh about 12 pounds. If you happen to find one or get one, get a 6 color desert cover for it if you are planning to do a desert loadout. Other "plain" plate carriers with no MOLLE can also work.

Headwear
PASGT Helmet with woodland or 6 color desert helmet cover.
Woodland or 6 Color boonie cover.
Woodland or 6 color utility cover, no caps for Marine loadout, the Marines use the 8 point utility cover. But for a desert loadout, i recommend a boonie as the utility covers in the gulf war were used mainly by officers.
Goggles
Sun Wind and Dust goggles, Bolle X500's, large frame goggles.

Grunt Loadout

What's inside a basic grunt Marine loadout?
Gear- ALICE rig, usually warbelt, 4 ALICE Magazine pouches, 3 magazines to one pouch, 2 canteens, buttpack, H or Y suspenders, first aid kit, and compass pouch.
Body Armor- PASGT Flak Vest and PASGT Helmet. Flak vest with a 6 color desert cover when in desert operations.
Footwear- Black, Green, or Tan jungle boots, black combat boots. For an accurate impression, boots are blouse between the 1st and 2nd eyelet with blousing bands.
Camouflage- Woodland or 6 Color Desert.
Headwear- Boonie cover, Utility cover, PASGT Helmet. All corresponding color to environment.
