i was told in order to get my gun ( TM M733 ) up to 370 fps that all i needed to install was a 130% spring and steel bushings....Is that correct or do I need more?

No, that's incorrect. a 130% spring should put you in the 330-340 fps area. Try a PDI 150% spring. It put my PDW at 365-370. You could try throwing in a PDI 160%, but it's likely that that will put you over, to about 385. Then all you need is metal bushings. It would be safer to throw in a spring guide, piston/head, and gears, but they're not exactly required. I've only seen one gun have problems with a 150% spring and metal bushings when the installation was done properly.

The question is, why do you want 370? That's 20FPS over the most common limits, and a full 30 under anyplace that has a 400FPS limit.
