I will try to detail how to check your hopup on this gun. Now for anyone reading this, I've not worked on a TM M4 RIS, only my CA which is completely different, so I'm relying on the fact that the basic disassembly of the receiver is the same as a normal M16A2, and M4A1. If I'm incorrect please post and correct me though I can't see any reason as to why it would be any different.

Before you start remove the magazine, it wouldn't be a bad idea to disconnect the battery just so you don't by chance shoot yourself or others.
Anyways, remove the back pin near the selector switch, you can use any object that will ease pushing it through the body. A hold punch would likly be the correct tool for the job.
Now once the pin is removed you can apply pressure in an upward manner near the charging handle, the receiver will hinge on the front pin. You can use the forward assist area of the upper to get a little leverage, though BE VERY CAREFULL this is where some people break tabs. I can't stress this enough, the other day somehow I managed to break a tab even being carefull so just take your time.
Now here's where I'm going to differ from the guide, since it's for an SR-16 they can seperate the upper and lower, yet since you've got an M4 RIS, they are connected with the wires up to the battery box. So we will leave the front pin intact at this point and leave the receiver's "hinged". So in the following pictures you will only see the upper, not an issue just follow them in the same manner without trying to seperate the two.
At this point you need to remove the inner barrel assembly which will also include the hopup chamber and bucking. You do this by gently pulling on the chamber area attached to the barrel.
At this point you've got the inner barrel and hopup chamber out(which should be the source of your problem).
Begin by removing the little plastic C-Clip on the hopup chamber this holds the chamber to the barrel and inherintly holds the hopup on the barrel and in the chamber.
Next gently remove the inner barrel from the hopup chamber, the "bucking" itself should still be on the barrel. It will be a chunk of rubber kinda wrapped around the barrel(will make more sense when you see it).
Ok now you should have all of these parts essentially.
IMPORTANT NOTE: You will notice that an arm pushes down applying more hopup, under this arm or between it and the bucking is a little tiny ass round peice of rubber. It's a pain in the ass if you loose it, so just keep a very clean work area and make sure the hopup works when you reassemble. It's really small like 2mm of a bic pen tube(the small one inside that holds ink) or a small peice of wire isulation otherwise known to most as a hopup "nubbin". DON'T LOOSE IT:)
Now I'm not certain what would be up with your hopup, though I would assume it's shifted on the barrel or something. What I would suggest is pulling the gun down as I said above, then check things are correct and then reassemble. It really just sounds like something is FUBAR in the hopup. If your hopup is torn or something of the like replacement bucking's are quite cheap, WTS has them and I'm certain 21st century also should(If not get to work bill:) Your slacking:)).
