Hi all, I'm an international student here in US and curious if I can own a gen 2/2+ night vision? Since there are all kinds of sayings on the internet I want to make sure I'm not getting myself into trouble. Thanks!

As far as the US goes, It is entirely legal to own and use them here. Exporting them, or taking them back to a foreign country, however, is illegal. EDIT: The US allows exports to friendly, NATO countries on certain conditions. You'd have to check before returning home.

Gen 3's, if I recall correctly must be licensed by any nonmilitary user. I can't seem to find any regulations on the government's page, and for most part I don't trust retailers trying to drive up their sales to be 100% honest.
I'd take the safe bet and go with V2's. The V3's, I'd contact your local police force on their non-emergency line and ask. Good luck to you!
Also, I've just about run out of my knowledge of NVG's. Some of our other forum users who have NVG's may be able to help you more.

It's a violation of ITAR to allow a non-U.S. citizen to look through U.S. GEN 3 NVG's even on U.S. soil.

I can speak from experience that all the games at no-limts in Taylor are fun and filled with great people. It's a little bit of a hike for you, but I'm not certain you will find games that large near you. (all of the rec games at no-limits, last year, had over 100 people attending)

You definitely cannot legally own Gen 3 NODs. I believe the law specifies military grade NODs, so even gen 2+ would be illegal. I know it is possible to export some Gen 1, perhaps Gen 2 NODs because they are not military grade. I'd do some more looking into the specifics of the laws governing the exact specs for military/nonmilitary grade. I've never had to deal with that area of the law, so I can't offer many details outside of knowing there is something out there for it. Good luck to you! The affiliation a country has with the US has no bearing on ITAR. They are just as illegal to send to Canada or Great Britain without the correct Export license. If something is ITAR, there's no shipping it outta the US without the papers. Gen 3 NODs do not have to be licensed, any one who can legally own them is allowed to as far as I know. I would not recommend contacting a police department, this is a rather niche law that they would have no experience with. Find the actual text of the law and either find a lawyer to interpret it for you, or follow it strictly and do not put yourself at risk.

As a non-us citizen you cannot even handle an ITAR regulated night vision device or accessory while on US soil. Sucks but it is the law and it is in place for a reason. Best bet is to just steer clear of the military grade stuff in particular, to protect yourself and any potential sellers from a legal shit-storm.
