How many are we talking about puma? I made 10, in reality we could split those up so the rebels have three between them and one per sabotage team, and I could make two more for the army so they have a total of the to distribute between them. That way it makes it necessary for the groups to work in teams and have no lone wolves.

I suppose two maps would be plenty with how small we are. Hell, even one could be enough.
