I'm buying my friends ak for $10. He knows that's a steal, he just doesn't want it anymore. Lucky me I want a metal body for it. What's the best sub $100 metal body? Would it be a g&p or king arms or a company I've never heard of?

I have seen that G&P metal bodies tend to be nice and sturdy.

Is the AK built TM-spec or VFC-spec?

It's a cm028 series ak. I don't know what spec it would be in.

I think that's TM. If the selector lever has a cap to pry off then a screw, it's TM.

Does it make a difference for a new metal body?

As far as I know, yes. I think there are some differences between the bodies, but I'm not 100% positive.

Yes.
The TM style AK uses 4 screws to hold the front end to the lower. Flip the rifle over, if there are two screws in front of the mag well, and two in the mag well, it's a Tm style. Most (all?) TM style metal bodies are going to be cast. I would suggest finding out which body has the strongest stock tangs. Those cast tangs can be very weak. The SRC RPK is a fine example. FYI this is the unrealistic type of AK that makes purists angry.
To my knowledge no one makes a VFC style body in plastic. I'm assuming you are buying a plastic AK, which means it is TM style. The VFC system is similar to real steel in that the front end is held in with several pins that must be punched out. Off the top of my head the VFC AK74, Real Sword Type56, Dboys steel bodied AK74's, Echo 1 Red Star, and CYMA CM048M have this type of body. As far as I know there is no aftermarket pinned body.
I'm sure somewhere in China there is a "CNC ultra reinforced stamped steel Prometheus/Systema/Guarder/SHS type AK47 body" available.

I'm pretty sure that Matrix one is just a re-brand of the Dboys full metal one (not full steel one).
The G&P one doesn't have a side scope mount like the Matrix.
