I know a lot of people say don't go cheap on tracer units, so what are some suggestions?

What weapon platform are you trying to get tracers from? There are actually a few good options out there.

TM makes the best stand alone tracer units.

I believe the most popular options are tracer mock suppressors, Hop up tracer units, or tracer magazines that have lights in them.

Tracer mags suck. They only sort-of work on full auto. In semi the bb is sitting in the chamber without being charged for too long. Even on full auto they are not very good. I would recommend one of the other two solutions. I haven't tried them, but in theory they should work much better. Also consider the fact that you would have to replace all of your mags with tracer mags if you decided to go that route. The other two options would use any magazine.

I would agree that the mag idea is probably going to be the least effective option. I would believe a HUTU would give you the best illumination but the mock suppressor would give you that realistic muzzle flash.
