I have been trying to get an opinion between tan and coyote brown. I am looking into plate carriers and vests and am trying to decide what will look smoother. My base layer will either be ACU or multicam. From what I've seen, cb looks better with multicam and tan/khaki looks better with ACU. Any suggestions?

ACU sucks, get Multicam.

To me this is an equivalent of a "Which gun" thread. If you have a specific question about which camo to use in our environment and why, that would be a better question to ask. Everyone here will have opinions about the question you stated, but your true answer lies with what you really want.
We can't qualify or justify your desires.
To me, it sounds like you've answered your own question. Tan to you looks better with ACU, and Coyote Brown to you looks better with Multicam.
I'm not seeing the difficulty here.

Be careful though when you go to purchase pouches and other items of gear. Coyote Brown is sometimes called Tan or Coyote Tan or Khaki. Every company has different names and slight color variations.
For instance: Condor and OE Tech TAN = Coyote Brown

Alright, after seeing the popular opinion myself, I think that Flyye coyote is my best option, along with multicam. If I got a Flyye coyote vest, would Condor tan look out of place on it?

Some will say yes, some will say no. Its all dependent on lighting and preference. Personally, I dont see a noticable color difference between my Condor Tan pouches and my Flyye Khaki PACA. Yes the Flyye has better sewing/build quality, but as long as its not the absolute shit China stuff, you cant really notice the difference. UNLESS your a gear nazi with OCD.

Just as a late submission, I'd go with Khaki on Multicam. Khaki also looks great on ACU. I ran CB on Multicam for one and a half years, and now I've started running Khaki as well. On a less important note, Khaki and Multicam fits better if you've got any plans for doing something realistic. Here is me with Khaki, vs. Me with Coyote Brown. And just to add, a pretty cool photo of the 3rd Special Forces Group in Afghanistan wearing Multicam with Khaki.

Knowing Knife, probably Eagle.

Knief's spot on, from what you can see is mostly Eagle Industries. There's a SOTECH pouch in Khaki popping out a bit, under my right arm. The pistol mag pouch is Sewer Green from Paraclete.

To me at least, after seeing a pew pictures, the coyote brown just looks better for some reason. I think that's what I'm going to go with. Does anyone know if the Eagle coyote brown is anything similiar to Flyye?
