The inch or so that is folded is sewn to the bottom of the cover. It is what the straps are sewn to. The straps fold over the suspension of the helmet to hold it in place.

Thank you guys soo much for dealing with my lame questions, i got the cover and it looks kick ass! ooright...
But i only have a woodland cover and i think a black one would look absurd so what kind of spray paint or something am I going to do to make the helmet all black?
Am I going to have to chip off most of the green? can it be chipped off? what kind of spray paint, etc..

You could try and use Krylon Ultra Flat Black Camo spray paint. When I have used it there has been no shine. You might have to put a primer onto it or something. I am not very good with painting. If your helmet is plastic use Krylon Fusion spray paint. Many people on here have said to use that on plastic.

First, sand the surface lightly. Then, apply 2 or 3 coats of Krylon Ultra Flat Black, followed by one coat of a gloss clear, and 3 coats of dull clear. That'll produce a good, tough, durable black finish...you could just do the black, but the clear coats will help the paintjob last that much longer.
