A PTW motor is no different than any other brushed motor, so your process is going to be the exact same as all the guides currently on YouTube.

What im wondering is i see all of these Rc motors being submerged in water but they have like battery regulators and all this stuff and im wondering if i need those, id just like someone who has done this a few times to show me what there setup is so i can try to replicate it and tell me what is the best method because there are multiple.

Those are just Electronic Speed Controllers that are used to spin the motor at a low enough speed to make the break in beneficial. They can be made for cheap, or purchased online as a ready made unit. Without an ESC, the motor just spins at full speed as it does during normal use, and the break in effects are negated.

You can always just wire up a couple AAs ig you want it to spin slower, you don't need to use your main battery, in fact I would not recommend it. For the record I don't think most people bother with motor break in these days.

No capital letters. No punctuation. Come one man, you just received a warning for necroposting a couple days ago Do you really want to add another one?

I think the whole "break in" thing trickled down from rc planes/cars when they still used brushed motors. Now that quality neo magnet motors are available for so cheap there just isn't any point in my opinion since the performance and longevity gains are not really quantifiable in most cases.
