If anyone does this and needs bottle caps as a prop, I have at least 500+ from a post-apocalyptic game series I did some years ago. How does one acquire that many bottle caps?

I bought them years ago intentionally for those games.

Bottle caps were used in the game I played, they were currency, like in the game, that we could use to buy extra ammo, chems, and there was even a saloon set up where we could use caps to get drinks to lower your respawn time.

This sounds awesome. I'd love to play a Fallout based scenario. Following along with the thoughts posted earlier, it would be possible to introduce a smaller third party in the form of Vault Dwellers as well. Not necessarily interested in protecting the people, or taking land, like the Brotherhood or Caesar, just interested in their own survival and scientific studies. Traditionally, those who stayed in the Vaults are xenophobic towards Wastelanders (those who left the vaults, or otherwise live outside), so that could be a major RP element. Leaves them potentially open as allies to either side, whoever can convince them that their ends benefit the Vault the most. Whether that be a promise of larger areas to gather equipment or supplies from, in the case of Caesar taking over all the land, or the villagers offering help in exchange for protecting their freedom, in the case of the Brotherhood. Also, for those that haven't played them, Fallout 3 and Fallout: New Vegas are amazing, and really cheap used. The Game of the Year and Ultimate Editions also include all the DLC for them.

So I decided I am going to try to make this event happen, don't know a date or field yet, but probably some time in august. What I got so far as of right now is 4 factions. Caesars Legion, Brotherhood of Steel, Vault 31 Dwellers and Raiders/Slavers. Uniform requirements would be as followed. Main Factions: Caesars Legion: Red clothing, however cosplaying in an actual uniform would be preferred. Brotherhood Of Steel: Gray or Black Clothing (This Faction may be replaced with the NCR) Side Factions: Vault 31 Dwellers: Blue Jeans and Blue Shirt OR cosplay in an actual vault jumpsuit. Raiders/Slavers Contractor or Cosplay, for cosplay, the more studded leather, the better. Special Event rules: Everyone gets to start with one Highcap, The ability to run more mags can be "purchased" for 2 bottle caps. You can run as many midcaps as you want but you will be limited to one high cap. Instant Respawn can be purchased for 10 caps (One Time use) Everyone starts on Semi Auto, full auto costs 5 caps Each player starts with 10 caps Caps will be gained by completing objectives and scavenging. The Legion has there own type of coin, which will be represented as poker chips, Red being worth 5 caps, blue being worth 10 No full plate carriers. basic chest rigs that do not cover your back can be used, such as the condor recon vest. I encourage you to make your own out of cardboard and ductape however. Special Faction Rules: Brotherhood Of Steel have excellent medical supplies. They can revive players, however, the medic must drag the downed player out of the combat area or to cover to revive him. Revive takes 30 seconds and a white rag will be tied around the down players arm. Players can only be revived twice. Bleed out time is 5 minutes Caesars Legion does not beleive in medicine. They use natural herbs. They can only revive players via game of rock paper scissors, if the downed player looses, he must respawn, if he wins he gets to get back in play. Bleed out time is 2 minutes Vault Dwellers: Their revive system is the same as The Brotherhood Of Steel unless allied with another main faction. If they ally with Caesar, they lose their revive ability. Vault Dwellers also only start out with side arms. They must purchase their primary (3 caps) The only exception is the Overseer and his security, they may use an AEG. Raiders: No Revive system, but their respawn time will be significantly reduced. Raiders and Vault Dwellers may decide to ally with eachother fight to push the Brotherhood of Steel and Caesar's Legion away from there area. More updates to come when I have more time on my hands to work out the format.

Are you considering ammo limits as well as the mag limits, or would you be allowing speedloaders and the like?
Also, if you haven't, I'd take a look at the rules layout for OP:Aftermath that someone posted a link to. They have some pretty cool RP rules in there, all the way down to a lockpicking/hacking skill, depending on how detailed and complicated you want to make it.

I wouldn't mind being a vault dweller. First thing I would do is buy my aeg though. And that's one thing that needs some clarification. In terms of buying guns and mags and all that good stuff, how would that be organized? Would players just keep their guns at a team spawn location and be allowed to access them when they pay for it? And how many players would each team have?

The one we played this year was NCR and Caesar's Legion as the 2 factions, with wastelanders walking around that will give quests, as well as could be hired to help you complete quests. As NCR command, I was also able to hand out quests, and XP for those quests, as I saw fit. It was extremely in depth. There was also an environmental faction that included players playing Deathclaws and Ghouls and such.

War, War never changes. On October 23rd 2077,during the height of war between the United States and China that started with the Chinese invasion of Alaska in 2066, the United States and China engaged in a nuclear exchange that ended the world as we know it. In just two hours, most of humanity is destroyed. Those who survived wear either in Vaults that we constructed before the war or their own home made fallout shelters. Humanity barely survived the coming years, with several vaults experiencing critical failures in their life support systems.
In 2134 faction called The Brotherhood Of Steel again power in parts of the wasteland, dedicating themselves to the preservation of Pre-War technology, such as advanced power weapons and Armor. In 2241, the New California Republic is formed, attempting to bring democracy back to the wasteland. They grow to encompass several former states. Upon hearing that the Nevada area was relatively untouched from the nuclear war, NCR forces set out to investigate the rumors in the late 2270’s. They come across a working Hoover Dam and the New Vegas Strip. However an Army from the east called Caesars Legion, led by a man calling himself Caesar, who despises the hypocrisy of the NCR. Caesar turns his forces on the NCR.
There were two battles over the Hoover Dam. The first one resulted in an NCR victory, however Caesar had his forces stationed across the river gaining strength. In 2281 they attacked again. If it wasn’t for the help of the Courier, the NCR would have never held the Dam. Caesar Legion was defeated and they pulled back from the area and headed east.
The legion kept conquering the many small settlements and tribes who had set themselves up across the Midwest, growing their army. By 2287 they had made it to the foothills of West Virginia. Stumbling across the East Coast sector of the Brotherhood Of Steel, who had deviated from their original goal of technology preservation, united the wasteland around the DC area and the surrounding states together. The loosely associated group of states have been a thriving society of 120,000 survivors for 10 years. However with Caesar’s sights on the DC wasteland that is all about to change.

Also, to answer Rust's question, you may keep your extra mags and AEG on your person, however you are not authorized to use them until you have a card stamped authorizing their use. That is how I plan on policing cheaters.

No Wastelander faction? Free villages fighting to keep their freedom from NCR and Legion, but could choose to ally with either? Or would that fall under Raiders in this instance? I'd love to rock a lawkeeper getup (duster, hat, and revolver [which is why I asked about speedloaders and ammo limits]) for this, but will go NCR if not (though I'm gonna rock a revolver either way, I think).
On a not unrelated note, I'm reinstalling Fallout: New Vegas. When I get home from work, I'm gonna start playing through again, see what sort of ideas it gives me.

So if this game is for sure going to happen I'm going to start building my vault dweller kit this weekend. Thinking about going with the rattiest gear I can find, old looking gi suspenders, I have some nasty old mag pouches, the only thing I will need is a couple of old pouches or something of that sort to hold more mids. Can't wait for this game!

The objectives should be more sandbox style, meaning that everyone has their own set of objectives they can -choose- to do, further giving you that "open world" feeling. That way you could have factions doing multiple activities at once.
Also, gotta have a wastelander faction.

Also, instead of mag limits, why not do solid ammunition limits? That seems a more effective way to go about things.
