Federal Law states that your robot idea is very very illegal.
I do not thing you would want to build such a device and get caught with it.

^ That's a very loose and vague description. If that law was enforced as strictly as its written, you wouldn't even be able to buy one of the dinky USB foam dart launchers on the internet, let alone the airsoft-BB-shooting tanks you can get. I really doubt there'd be a legal issue with building an airsoft turret. Now, getting your school to be okay with the project... that's a different story.

If it can fire a replica, I'm sure as hell it could shoot the real steel variation, which is probably what would get you in hot water if you caught somebody on a bad day. I wouldn't be very comfortable treading on that slippery slope. The fact that such a law is on the books means that it can be enforced.

The thing that makes it really shady is the fact that you could likely attach a real gun to it. Think breaking bad m60 style.
Either way we are likely waisting our time because I HIGHLY doubt OP can build a minigun for $300.

There was a video on youtube where someone build an airsoft minigun based off of the Halo turrets for around 50 dollars using PVC pipe, a 7mm wide steel tube and compressed air from a bicycle pump, while this didn't have a "rotating barrel" it looked the part and its not a far stretch that someone could take that design and make a working minigun from it for less than 300.
