I fear I may seem like an idiot asking this, but how does one wear a duty belt exactly? Talking about one like this.

What kind of pants do you have? Most BDUs have pretty big loops. A duty belt can be worn either in your belt loops or if you run a different base belt like a riggers belt or BDU belt then you can run the duty belt stand alone on your hips. This makes it easy to put on and take off your entire first line.some people like to wear a pad along with the duty belt if running a lot on the first line.

Thanks for spelling that out, I too was confused on the different types of belts and uses.

No problem, I'm glad it was useful. I think the molle battle belts have taken away from the popularity of duty belts in recent years, but one isn't necessarily better than the other. If you don't need to carry much then the duty belt should be fine and will be lighter whereas a battle belt will be more comfortable and supportive under heavy loads.
A riggers belt is specifically designed for emergency extraction/rapelling/securing oneself into a helo. This is why they always have the metal v ring or stiff nylon loop. They can also be used to carry first line equipment but are always worn in the belt loops.
