I just received my plate carrier and I'm trying to find a way to make it fit perfectly. I'm 5'11" about 155lbs. I've adjusted the shoulders well enough I think and have weight pulling down on both sides of the carrier to bend those shoulder straps easier. The cumber-bun is where I think the question lies. On this specific plate carrier, it has a built in mag pouch on each side of the cumber-bun, now in order to tighten it around my waist better, I'd have to pull each side in more, naturally, but doing so would render those pouches unusable.
Not using them isn't a big deal, but would fake sapi plates help in the sense of me being thin and helping the plate carrier form closer to my body or would I be better off just pulling more of the cumber bun?

Do you have plates in it? I am 6'0 and only about 145 and I have been able to fit all of the plate carriers I have tried, but wearing plates is usually necessary. If you already have plates, did you adjust the back part of the cummerbund where the two halfs come together? At your size you should have no issue fitting a 6094 unless it is sized for large plates.
Edit: oops, I missed the last lines of your post, so yeah, you definitely need some replica plates. If you don't want to buy dummy plates you can make them from a foam mat, or whatever you have on hand.

Take the cummberbund and overlap the two sides. Then weave the shock cord through molle.
